Ms. Parks is the Principal of Parks & Masseoud, formerly known as Curran Legal Group has experience in Federal procurement as an in-house counsel for over a decade with the General Services Administration, and in the private sector where she has practiced law since 2006.  She founded Curran Legal Services Group, Inc. in 2006, where she acted as managing partner and principal.  She advises on all aspects of Government contracts and Federal procurement law, with an emphasis on construction and leasing issues. Ms. Parks counsels clients engaged in Government contracting from the bidding stage through contract administration and claims issues. Admitted to the bar in 1991, she has over twenty years of experience, and practices regularly before the GAO, the United States Court of Federal Claims on procurement and contracting-related issues.

 

 

Ron Kendall, NFDA Immediate Past Chairperson  Email 
Ron Kendall is NFDA Executive Chairman and works for Carpenter Robbins. Ron served in executive leadership positions in all three branches of the Federal government over a 32-year public service career. After leaving federal service, he had his own consulting practice for 4 years and then served for 8 years as head of the Government Relations function at a REIT, Easterly Government Properties, focused exclusively on federal leasing. Among many positions at GSA, he was a lease contracting officer, a regional chief of leasing, and the national director of lease policy, as well as the Chief Asset Officer for the Public Buildings Service.  He is currently the Executive Chairman of the National Federal Development Association.

Biz Brackett is the Secretary and Treasurer of NFDA and CEO/President, of UIRC A licensed real estate broker since the 1980s, Mr. Brackett founded S.B. Brackett & Company in 1991, to offer brokerage services within Chicago’s industrial property market.  Soon thereafter, Mr. Brackett added environmental remediation and property management services to his firm’s capabilities, re-branding his company as Urban Investment Research Corporation (“UIRC”) in 1996.  UIRC’s principals began to purchase properties on their own account in 1995 which, over time, led to the primary refocusing of UIRC’s resources to the management of its internal portfolio, in addition to its third-party work.

Ms. Cowan is Vice President of NGP V and has over 30 years of real estate experience in research, development, leasing, and finance. Ms. Cowan is responsible for sourcing potential acquisitions including developing and maintaining the acquisition pipeline for NGP. In addition, Ms. Cowan manages the GSA leasing process, working closely with GSA contracting officers and other government leasing officials. Prior to NGP, Ms. Cowan was the founder, owner, and manager of a real estate consulting firm specializing in marketing, research, and development-related services with nine years of experience in project development and finance in commercial real estate.

As a Senior Vice President and member of the national CBRE practice Federal Lessor Advisory Group (FLAG), Marcy Owens Test is a Federal real estate expert. Her expertise lies in managing large and complex projects. She is sought out by many for technical knowledge in all aspects impacting Federal real estate including market trends, investment sales, due diligence, Federal lease construction, lease administration, leasing, and relationship management. She has completed hundreds of Federal projects across the United States with a total volume of close to ten million square feet.

Chad is the principal of Arco Solutions. He began his career in Commercial Real Estate with the General Services Administration (GSA) and went on to spend 15 years with the Federal Government.  During his tenure with the Government, Chad held positions in Property Management, Asset Management, and concluded his career in Leasing where he served as an in-house broker for the U.S. Government.  It was during his role as an in-house broker that he began to see the great opportunities that existed for building owners and their brokers who sought deals with the Federal Government.

Theo Bell is the CEO/President of Epic Consulting; he began his own corporate & federal real estate consulting practice, Epic Consulting, LLC, in 2011 after three years as Senior Managing Director at Newmark Knight Frank in Washington, D.C. Epic Consulting offers "C-suite" and executive-level real estate, government affairs, business development and government contracting management services to commercial companies seeking to provide the federal government with commercial real estate leasing, design, construction and development services.

David Givner is a Managing Director At HPI at HPI International based in Brooklyn, New York. David is an NFDA board member and Chapter director.


Timothy O. Horne, NFDA Board Member   
Timothy O. Horne is a Portfolio Manager in the real estate division and Head of the Denver, Colorado office at Boyd Watterson. He is responsible for the maintenance and continued growth of the company’s investment footprint throughout the western third of the United States, and for developing and maintaining key strategic relationships in the market. Tim provides senior-level support and guidance for the Colorado team, personifying and maintaining Boyd Watterson's culture and values. 
Tim’s resume includes a long tenure with the General Services Administration where, prior to joining Boyd Watterson in February of 2021, he was Regional Commissioner of the Public Buildings Service for GSA’s Region 8, and Acting Administrator of GSA. His extensive career in the government space provides a solid framework for his contribution to Boyd’s vast government-leased real estate portfolios.

He served for eight years as Commissioner of the U.S. General Services Administration’s Public Buildings Service, responsible for the design, construction, leasing, and management of more than 375 million square feet of space housing more than 1.1 million employees with an annual budget of more than $9 billion. He has been a land use attorney, commercial real estate mortgage banker, and broker, and has also served as President of the Greater Washington Board of Trade and Vice President for Public Affairs at the American Institute of Architects.

Mark Ritchie’s career as Principal at Gantry, Inc. in commercial real estate finance spans 30 years. Based in Los Angeles, he is a Principal of Gantry, Inc. (FMA Newmark Realty Capital). Gantry is the largest independent mortgage banking firm in the US; managing a portfolio of $18 BB in various debt/equity instruments for over 40 institutional capital sources, including several billion in government-leased projects.

After 25 years of federal service in Congress and the executive branch, Dan Mathews founded a strategic consulting and business development firm in 2021 to help companies navigate the complex world of federal real estate, win government contracts, expand their revenue, identify new partners, and enter new markets. Major federal projects and leases require approval from a variety of decision-makers within the General Services Administration (GSA), Office of Management and Budget (OMB), and Congress. David Winstead, principal at Ballard Spahr joined the company following his appointment by President George W. Bush as Commissioner of Public Buildings at the U.S. General Services Administration. As Commissioner, he was responsible for the asset management, construction and operations of a portfolio of 1,500 federal buildings, as well as 190 million square feet of leased space to accommodate over one million federal workers. Currently, David is serving on the Public Buildings Reform Board, as well as BOMA’s National Advisory Board and the Real Estate Roundtable. His law practice has focused on real estate development and transactional matters, infrastructure issues, public-private partnerships, government contracts as well as regulatory matters.

As a Partner at FD Stonewater, Norman plays a leading role within the firm’s third-party advisory and principal development platforms with a primary focus on federal, state, and local government real estate transactions. He also serves on the faculty of the Georgetown Urban and Regional Planning program where he teaches a course on Federal real estate.  As the former Commissioner of the GSA Public Buildings Service, Mr. Dong managed the nationwide asset management, design, construction, leasing, building management, and disposal of approximately 372 million square feet of government-owned and leased space.  In addition, Mr. Dong served as Acting Controller at the Office of Management and Budget, where he was responsible for Federal real property management, and as Chief Financial Officer of the Federal Emergency Management Agency.  In addition to his Federal experience, Mr. Dong has held leadership positions at the state and local levels of government, including Deputy Mayor for Operations and City Administrator for the District of Columbia.  He holds a Bachelor’s degree from Yale University and a Master’s degree from the Harvard University John F. Kennedy School of Government.
